I’ve noticed occasional significant slowdowns in Signal message delivery and confirmation times in some places, notably Malaysia and Thailand. And I’ve verified that the problem goes away when I VPN out to another country (and the receiver is abroad).
I suspect the slowdowns are designed to degrade quality of service to prevent wider adoption among the general population for everyday use.
That way you can be a free non-censoring society and at the same time keep track if people who try to hide their communications.
