That’s a flash game. If it works in your browser, your settings are incorrect.

Actually, it claims to be written in HTML5.
I laughed, but @rvfrueh is correct, it appears to be an HTML5 game, evidenced by my browser not blocking it

After you’ve dropped off any number of scissors, you can press F to cash in, and you get the opportunity to haggle. The game ends and whatever money you got is your high score.
There may be more to it than that, I couldn’t really read the manual because the fonts all ran together and off the screen. Was that intentional, or a bug?
I had the same issue. I’m pretty sure it was a bug though - or at least I hope it is!
