The bourgeoisie have discovered “soup for my family”.
How about dusting some cans for fingerprints?
Has nobody asked a neighbor with a view if they can point a camera at the building from the neighbors building? At least narrow down if it’s coming from the roof or an open window. Record for week and cross reference with the relative time people report the next incident to watch a few hours of footage.
Full cans of soup and stuff? That’s like $4 a shot these days.

Well gosh, we don’t know that any person is throwing these out a window, and shouldn’t rush to judgement - it could be the Portland soup poltergeist.

they might have. but, the person’s fingerprints would have to be in a database accessible to the cops. ( the most common way is if they’d been arrested previously. )
[eta: one wonders why they don’t go door to door interviewing people. except that cops don’t really have time for investigations. which is another reason there should be unarmed alternatives to the current system. ]

Because if it was filled with people like me, they’d just kick all of the doors in and arrest anyone with canned food in their pantry. Or just shoot them for “resisting arrest.”
Having delivered to this tower plenty of times it seems like a mix of rich folks and students with jobs. There is a front desk person stationed in the lobby and the only way to go up the elevators is with a key fob. Not the most expensive apartment building in downtown but certainly not cheap.

23rd floor, where the cans are allegedly coming from, is “starting at $2,302/month” for the cheapest listing. You can get under $2k on some of the lower floors.
Doesn’t seem like the sort of address where the cops would feel secure in their ability to just do a prole roundup without any blowback; but definitely closer to ‘HCOL’ on the “HCOL<->Plutocrat real estate investment property” spectrum.
