Given that genetic medicine is already a thing (heck, 23andMe’s been hard at work and just sold some), I have no trouble believing this at all.
The interesting thing (and by “interesting”, I mean “completely horrifying”) would be seeing which genetic markers they decide are constitutive of any particular “ethnicity”.

I imagine what Hitler would have tried to come up with if he’d had access to today’s tools of synthetic biology and access to 23andMe. I’m sure my ~half Ashkenazi background would have qualified me for his tailor-made death plague, and he probably would have been OK wiping out some “off-target” folks in the process…
