The extras are uncredited, but IMDB identifies Smallest Boy as Jackie Coogan.

Far from his best, but still pretty good. He quickly made it in about a week to satisfy his studio’s demand for new product, taking a break in the middle of shooting his first feature, The Kid. (This explains Jackie Coogan’s presence.)
I presume the film is in the public domain now. Chaplin scored this (and other films of similar vintage) back in the ‘70s, possibly to try to re-establish copyright?
Chaplin’s studios were, for a time, the home of A&M records and is now where Jim Henson Productions operates.
