I’m not sure the word control is appropriate given how vague our understanding is of what effects the cities are having.
My thoughts exactly.
Plus de-forestation has just as much (or more?) impact on weather systems—neither of which is especially well understood. In both cases, weather change wasn’t the intention, so it’s hardly a “weather control system.”
If you can choose which side of the city to live, you can control the weather at your home…
