From what I read in the article, these parents are trying to inform themselves, but not responsibly.
Hesitation comes from doubt, and the fear of making a wrong move, so I definitely think the “ignorant and boneheaded” is a mischaracterization.
Perhaps misinformed and unsure?
ETA: Before anyone jumps in, I want to be clear I am not discounting the element of danger to the community.
