You’re right - you have to pay at least 1 penny. Those bastards! 
You also have to have a credit card or way to pay them (which I don’t).
Well if you want them for free any way, there are plenty of other ways to get them. They’re just not packaged up as neatly into one nice easily downloadable bundle.
