A lot of the “inefficiency” of government, compared to the private sector has to do with the fact that the government needs to be accountable in ways that the private sector isn’t. There’s a lot of mechanisms woven into government to enable the public’s right to petition government for redress of grievances, and those cost money.
What’s appealing to conservatives about making government “more efficient” (i.e. more like private businesses) is that would all go away. There would still be inefficiencies and even corruption, but no one would know about it, and no one would be able to do anything about it.

Vance is also telling the EU that it should obey American free speech ideology (especially that of ‘anything goes’ popularised by a certain Reich wing oligarch that’s a fellow fan of the senile pumpkin) if it wants future American support for NATO:
‘So what America should be saying is, if NATO wants us to continue supporting them and NATO wants us to continue to be a good participant in this military alliance, why don’t you respect American values and respect free speech?’

Does Social Security include massive government contracts for a rocket that isn’t going to the Moon anytime soon and generous subsidies for a range of shoddily-built strangely flammable electric cars?
Because those could be cut with very little inconvenience to the majority of people.
