In Australia it changed a lot with rider training and such introduced in the 90s, in the 70s my bike license was granted by my applying for a learner permit at the local police station at 16 years of age and 3 months later I had to go to the registry office about 50 miles away and get a tester to pass me for a test. I wandered into the office, off my postie honda 125 he says, o huh you made it! takes me back out side "get on your bike go down the road to that house with the red gate (about 500 yards) do a uturn and come back to this parking bay so that is what I did when I got back he had already gone inside and was doing the paper work apparently the fact I got there for the appointment and then didn’t put my foot down on the uturn constituted a pass, I went home got on a Triumph that pissed oil all over my boot and started to really learn, 46 year later still learning, those 2 bikes are long gone and so are some friends who didn’t learn or have as much luck.
My theory is that every one thinks they are genuinely good drivers or riders I have met very few people don’t think that and that it is dangerous thinking because they becomes comfortable, you definitely can’t afford complacent thinking on a bike.

A big issue with this is that we don’t all have a shared definition of what “good driver” means.
To me, for example, it means I’m unlikely to kill myself or anyone else. By that measure, I’m a very good driver.
To many others, it means they can drive very fast and maneuver around traffic to get ahead. By that measure, they are not necessarily very good drivers under my definition, nor am I, under theirs.
