First things first: if you want to break into the world of gaming, there are a lot of interesting things to learn and tools to use, and Unity 3D is not necessarily one of them.

What kind of foundational knowledge or experience do you need to use this software? Can someone with no programming experience use it, or is it intermediate? Advanced?

Unity is just as valid as all those other tools and things.

Without some programming experience you’re probably not going to get much further than completing various tutorials by typing in the code they tell you to. You can only do so much in the visual editor before you need to start manipulating things it with code. But it doesn’t hurt to try it out and go through some of the tutorials. It may inspire you enough to learn more about programming.

I a huge fan of unity just because it makes the programming bit so immediately relevant. Going from a coding zero to a hero isn’t necessarily easier, but the motivational factor is much higher as you will be trying to solve problems of your own design. Plus Unity is a pretty solid platform in its own right, and will easily work for the rank amateurs and established programmers alike.
