Lospec is a great site, I highly recommend browsing it. Another site in a similar vein and an even more restrictive art style is https://16colo.rs/. It’s less comprehensive than Lospec, lacking any of the tools.
Cool stuff but I tried their online pixel editor and WHY DOES NO MODERN PIXEL ART APP HAVE THE MOST BASIC FUNCTION OF THE FATBITS PENCIL TOOL: TOGGLING PIXELS RATHER THAN HAVING TO USE A SEPARATE ERASE TOOLL!?!?!?!?
