The worst place I’ve ever lived for OTA reception was Princeton, NJ, right after the ATSC transition, because it was just about equidistant from both the Philly and NYC markets, and neither signal was quite strong enough. But things changed as frequencies got refarmed and power output was adjusted.
In fact the HOA did stop me. The board voted to remove all roof access, and any kind of antennas or dishes on the roof because all the installers as tenants moved in and out were causing leaks on the roof (old building).
Being the owner of my unit I had a seat on the board, and I voted for this measure to remove all the antennas. I guess I could have technically used that provision to take them to court over it, but I prefer not having a leaky roof to high definition broadcast TV. Priorities.
OTA reception in the Seattle area is a real crap shoot. Where I am, I can literally only get like 2 channels without a roof mounted antenna because of the hills and lack of unobstructed line of sight to the towers. Like @WoolyBugger I’m not allowed to mount any antennas outdoors.
