I don’t think anywhere that doesn’t have utilities is considered “fit for habitation” here in the UK.
Still, I have heard of several plans to house the homeless in shipping containers (with the utilities you mention fitted), but most of them don’t seem to have happened.
They already do that if you go outside of ‘western’ countries. Like how many times have missionaries been accused of kidnapping kids for the organ trade? Too many times for me to count.
