I think it’s more likely that limiting the number rather than changing the ritual would help this situation. I do take your point on people being able to go when they can go (and it being a big expensive trip, etc), which is why you’d nix multiple trips, and prioritize on age, ability to reschedule the trip, etc. Also, I wonder if Saudi Arabia funds trips for the poor? But then you’re adding another layer of bureaucracy, so I don’t know the answer here… More thinking out loud a possible solution…

I don’t recommend changing the ritual. They’re pretty rigid about that. I recommend changing the site, which they’ve done before, so there is a precedent.
Doesn’t have to be, the same bureaucrats that currently manage it can have the site redesigned.
