Civil forfeiture laws were not intended to aid victims of theft and fraud, they were intended to confiscate assets from the likes of moonshiners, illegal gambling operators, drug dealers, etc.

Civil forfeiture is when you seize the assets without a criminal conviction. When you already have a criminal conviction, thatâs criminal forfeiture.
So, by that definition, civil forfeiture doesnât serve an actual purpose at all (to the public, at least).
