I wonder if it just indicates evolutionary refinement. the “easy” way of increasing intelligence was bigger-and-bigger brains. when that strategy hit hard limits (such as the aforementioned childbirth and hip sizes or energy use) then network efficiency became the next evolutionary process.
I mean, I’m hardly qualified to say, but it seems at least as likely as “the wisdom of crowds,” which could also be true but doesn’t contradict my idea; they could have both happened simultaneously.

And I wonder if it has some correlation with the fact that babies have significantly more brain connections than adults do; the process of learning and growing means the brain strengthens some connections but prunes all of the rest by adulthood.

Cracking down on shrooms would mean incarcerating the physical province of Newfoundland. Shrooms grow there (edit, posted before ) carpet-like, copiously.

IIRC Canada is obliged by international treaty to keep certain substances illegal. Now… taxes don’t cover the cost of alcohol to society by a fair stretch; shrooms are way down the intervention priority list compared to alcohol abuse, fentanyl, meth and heroin.
Legalization of cannabis has been a bit of a trial balloon, I think, on point (2).
Our Puritan cousins to the South will be disappointed to hear that the brief plague of locusts and that bit of half-hearted fire and brimstone some of y’all prayed up after we legalized pot didn’t really change our minds, /s and it’s been pretty much business as usual since. …bit like when we legalized gay marriage, really: it’s not my thing but our country is that wee bit happier now.
