I thought it was supposed to be Voyager 15 or something (the writers definitely had a rosier image of our immediate future as well).

I strongly suspect (but have never confirmed) that damn near every nebula the Enterprise-D ever encountered was just the re-used V’Ger cloud effect with the Enterprise green-screened on top of it, so that would help keep it refreshed in memory, I’m sure.
