DDoS-Guard was incorporated in Scotland in 2017 as a so-called limited partnership by the name of Cognitive Cloud based in Edinburgh. That suggests it is subject to the UK’s Data Protection Act 2018 (implementing most of GDPR).

As GaudaPrime says my understanding is the host is Epik. They should feel at home there.
Minor bit of pedantry : FSB not FSS The Russian acronym is ФСБ --> FSB in the Latin alphabet.
Which probably means that it is a brass plaque among many others outside a single office.
