Uhm, no. To get the 13 app bundle you have to pay above average. You can only get the “worth almost $100” 3 app bundle for “any price you want to pay.”
The ad copy clearly explains the different offers, then conflates them in its conclusion. Could still be a great deal for people who want those apps, so I really can’t see a good reason to conflate the offers.
