I started using Google’s Call Screen and it’s kinda like that. When my phone rings I click the button to screen the call and they get a message saying “Please state your name and the purpose of your call”. The response shows up as text on my screen and I can decide if I want to pick up or not at that point.

But I’d rather just give them a busy signal.
