Man, the FBI? Who believes that?

Some of these hackers are just lazy. A guy brought in his computer to get fixed where I worked the other day. He got a message stating all of his data was encrypted and demanded payment to decrypt it. The reality? Nothing was encrypted. It was just a browser hijack and Trojan.

How to fix the problem

  1. Boot device into safe mode (method depends on device)
  2. Remove administrator privilege. Settings > Security > Device Administrator > select ransomware app > deactivate.
  3. Settings > Apps > Uninstall ransomware app

Or go via adb, and commandline. Or, if rooted, run ssh; dropbear does wonders. Then kill the process and delete the files.
