Maybe this a dumb foreigner question, but why is “forever” crossed out on them?

it is an anti-conterfeiting device required by the usps when showing an image of an actual postage stamp that has not otherwise been canceled.
forever denotes the denomination value has been paid, even if postage goes up after purchase.
