In many countries, the official paperwork to fly that will weigh more than the drone. Not that most people bother with that, but it would be an excuse to “move you along” by police who don’t want anything weird on their shift.
Plus, Washington DC is pretty much a no-fly-zone for drones. Local rules will vary.
