Isn’t this about being forced around by water current and not being able to do a lot about it to stay put? Maybe they avoided some falling trees in the bargain.

If the self-driving taxis found ways to get entangled in things that human-driven cars were able to avoid then that seems like a pretty obvious design flaw.
