One of the best gems of early childhood care/education that I’ve absorbed is the idea of giving kids two alternate choices of things they can do instead, rather than just saying “don’t do that.” Gonna bank this story for the next time someone thinks that advice is only about the principle of not being an authoritarian…

I agree a toddler might be confused by the disconnect between the adult’s laughing and words. And the outcome is less than developmentally optimum for a toddler.
Thought experiment: Do feelings change if the amused adult is a stranger, not a caretaker?
Life altering injury? Maybe not, but that’s a different question.
