It’s crazy but the US has millions of miles of unused dark fiber. Put in for ISPs and paid for by the governments because the ISPs insisted its too expensive.
Then they reduse to use it because the repeaters and fiber modems are too expensive to operate.

This really is the hinterlands of Wisconsin (though not as remote as the northwoods), but DSL speeds are inexcusably slow to qualify as functional in the year 2019, certainly should never be touted (or sold) as business class because that would border terribly close to fraudulent.
