I think all these modules already exist. Not sure if they are small enough for portable applications, but the modular chargers are available for vehicle-grade battery packs (look for battery management systems), and the solar DC-DC converters with optimum power point (the current taken from the panel where it runs at peak efficiency) tracking are there already.

Matter of time until it gets portable-grade, if it is not there already.

I was thinking that too and then saw this from the listing: "Note: do not use in over-heated places; may cause battery to swell"
HUH?!? So an over-heated place like a desert or a sunny rock? I may need more advice on this. Till then, uh, no.
