The first amount was the compensatory damages. The second amount was punitive damages. They serve separate functions.

Punitive damages are only meaningful if the dollar amount is high enough to cause real pain to the person or organization forced to pay them.

It’s difficult to successfully collect damages for hypothetical harm that never came to pass vs. actual harm such as a family member being murdered.

At any rate, those other families weren’t the ones who sued. This was an individual lawsuit, not a class action suit.
