They probably don’t care much for piracy in the US, as there is casual music sharing on web sites here. But YouTube is a single global site, so being protective of copyright on YouTube in Japan is being protective of copyright on YouTube everywhere.
Unauthorized music streaming is not actually piracy, DMCA notwithstanding.
You better tell Netflix. They are paying license fees for nothing.
