Bet it was a flash flood. It doesn’t have to be raining in your area to fall victim to a flash flood especially in canyons.

In this case, I don’t think it was a flash flood. If it had been a flash flood and they were floating the river in inner tubes, they probably would have reached the campground just fine, but might not have done so intact.
California has been in drought for over a decade, and is finally recovering. It’s likely that the “normal” water levels that folks like this family have floated the river safely in the past were actually at 25% of true normal flows. Now that the river is returning to normal, the levels they are used to are well underwater.
