This is similar to the USAP (special access) black world stuff- corporations, not government agencies or the military, handle super secret technology and human experiments, entirely beyond the reach of FOIA.
As mercenaries it means victims have to use civil, not criminal, procedure for redress as well. Corrupted system, corrupted outcomes.
This is Fall of Rome stuff.
Here’s the solution: have the officers individually declare whether they are private employees, or public employees.
Private employees aren’t paid from public funds and don’t get public pensions.
Problem solved.
