I’m not so troubled by this. A big part of the Pentagon’s job is identifying potential threats and having some kind of contingency plans for them no matter how unlikely. It beats the hell out of being Marshall Pétain who, when asked about the contingency plan was for the Nazis invading through the Low Countries, replied “Aucun.”
