Kovalyov also worked in America for many years on series like Rugrats and Duckman; you can see the similarities in the animated style.

That said, the weird, trippy, absurd nature of the narrative kind of reminds me of Aeon Flux. There were things in the episodes that you were just supposed to roll with without understanding them.
