Two-Scoops likes the idea of playing general because he wants all that public adulation Roosevelt got for steering the country through WWII. He has no idea of the kind of suffering a war would inflict on the world and does not care. Likewise for the effect on his base. No consequences from his actions matter to him unless it affects him, directly and personally; at which point he throws his usual kicking and screaming tantrum.
The only possible idea that would make him stop pestering the generals for “a war, any war, I wanna war, now now now NOW NOWWW!” would be to find something he cannot live without (say, certain products for his skin and hair, or perhaps something to keep his golf links looking green) and prove that a war would destroy the supply.
The main problem being refugees fleeing economic catastrophe to US allies Brazil and Colombia and the Venezuelan military forces selling off their equipment to narcotraffickers, terrorists and rogue states like the fire sales after the collapse of the USSR.
