Given that, even when presented with a crappy bill and the threat of a veto, Congress voted overwhelmingly in favor of the 9/11 bill. And once Obama vetoed it (as he repeatedly said he would), Congress threw it back in his face by overriding the veto and voting it into law.
…And then they read their new law, and thought about it, and became Oh So Concerned about the ramifications that they were upset…with Obama…for…uh…for not…uh…THANKS OBAMA

Because the #1 rule of Mich McConnell’s Senate is “do the opposite of what the President wants to do, no matter what, even if it makes us look terrible and hurts the country”.
