Too bad President Biden wouldn’t just take Mar-a-Lago under eminent domain (paying whatever Trump claimed it was work on his tax forms) and lease it to another developer who would pay more in taxes for it or turn it into a museum. Cities are allowed to do that under Kelo v. City of New London; I don’t know if that would allow the federal government to do so for economic purposes, but I would imagine the matter of it being “for public use” is clearer if it were being taken to become a museum.

It was owned by the National Park Service at one point; now it’s even more historically important as it was used as the “Winter White House” during Trump’s (hopefully only) term as Occupant of the Oval Office.

Civil Asset Forfeiture would make more sense.
The DEA pioneered the use of CAF, and local governments have perfected it’s use in corruption. However, it could be used for good.

Under CAF, you don’t charge the owner of the property with a crime, you charge the property. So T****’s SCOTUS presumption of immunity wouldn’t apply. They could charge Mar-a-Lago with violations of the Emoluments Clause and Espionage Act and seize it without paying him a dime.
