Not at all, if you look into scientific literature with double blind studies and animal testing results rather than first impressions you will see that methamphetamine is in the middle, slightly safer than MDMA, worse than pot or LSD and less than heroin or alcohol for danger. It is the lifestyle which meth is a part of which results in the stereotypical tweaker. It is the difference between the guy who is drinking shoplifted perfume for the ethanol and the guy who has some shots on the weekend. Meth was popular for over 20 years before it came in to replace expensive cocaine in the US, yet the American tweaker is not a common fixture in europen meth consumption.

How far apart do you have to be to be allowed to marry in the US? It seems to me that first cousins marrying would only be a problem if it occurs all the time in many generations (double first cousins, repeated, etc.). And third cousins are hardly related at all. According to Wikipedia, https://en.wikipedia.org/wiki/Coefficient_of_relationship#Human_relationships, third cousins have a coefficient of relatedness of 2 x 2^-8 = 0.78%.
