This almost reads as parody. Are they volunteers? Does every plaque go through this same process?

I assume they probably get paid, there’s an article about them here.
Also worth noting, that while these English Heritage plaques are the “real thing”, the idea has since been copied by all sorts of organisations for all sorts of history (or sometimes satire).

I’m glad I watched that. I never knew they were so hand-made.
I assumed they we enameled metal, made on a computer-controlled lathe.
