Concrete is extremely good at resisting compression, but bad against pretty much any other direction of force. The role of rebar is to take up forces that are trying to bend or shear the concrete, since that would have to stretch the rebar (and steel is very strong against that).

If there really was a lack of rebar in this concrete, or if it were improperly incorporated, that’d be Very Bad.

Local newspapers say the building had a serious problem of corrosion of the steel that supported the pool, but authorities are still investigating the causes of the accident.

The Council of Engineering and Agronomy of the State of Espírito Santo carried out a previous analysis that identified that the bottom of the pool completely collapsed due to corrosion of the steel support, insufficient crimp between the bottom of the pool and the support beam and that the anomaly may have been the result of design failure, execution error or even problems with maintenance.

Residents were given permission to return to their apartments next Tuesday, as the gas line has been hit and repairs are still underway.
