Although, if we’re going to be technical anyway, the quoted part of that statue doesn’t actually say the license shall be issued by the clerk of the county in which the FEMALE PARTNER IN THE MARRIAGE resides.
Presumably, as long as there’s qualifying one female who resides in that state at that time, that’s good enough.
