The other shoe would be some kind of shield against lawsuits and claims when a populated area is erased.
There is an old Superman novel from the '80s where he has to stop a LNG tanker from exploding in Metropolis harbor. During the rescue he thinks that the only reason LNG is allowed to be transported through populated areas is because the government knows he will be there to save them, and this infuriates him. I guess this proves he was wrong about their motivation.
And, when the Biden Administration misses one of these, they’ll sound like they’re whining. Or, worse, they’ll sound like they’re mimicking the Trump’s repetitive rant that blamed everything on his predecessor.
Biden:

Or just parking it on a slight slope, and not setting the brakes in a failsafe mode.

I just recently saw this leftist podvidcast about that Lac-Mégantic derailment.
It’s pretty good if you like lots of details about both train stuff and the catalog of bad capitalism-caused decisions that enable disasters like this. The tl;dr would be, imagine the train disaster from Atlas Shrugged except that every single fuckup that book imagines being caused by socialism was, in real life, caused by capitalism, in dumber and more evil ways.
PS that accident involved crude oil, which is nowhere near as good of a town-vaporising agent as natural gas.
