Why is legal immigration to the U.S. so complex, it's almost impossible?

According to DHS, 1,051,031 people became legal permanent residents of the US in 2015.
In 2016, there were 31,000,000 foreign born legal residents living in the US.
Anything that has been accomplished by 31 million people is not “almost impossible”.
