I was thinking outside, but leaving a slight gap around the edge of the hole. It’s not as if they’re going to resurface the entire road (at least in my experience, it’s only been spot patches since Austerity).

Broadly the same in the UK. You have to show the council was advised and had time to inspect and fix. Claims are rejected for damage to wheels where council had not been advised, as I know to my cost.
