The positive thing about this chart is that it shows that with enough pressure from public things can change. Under communist regime Polish police (Milicja Obywatelska) was extremely brutal, and eager to murder people, especially dissidents and protesters. In 1989 it was heavily reformed and especially brutal regiments (like riot-control ZOMO) were entirely disbanded. The current numbers are like that due to accountability and strict recruitment procedures.
This shows that drastic reforms and complete disbanding of entire regiments can be a right course of action. Maybe this is the way forward for US too.
