He probably didn’t realize it was another cop… but he could have had beef with the guy he shot (it was like 7pm? so wouldn’t have been that dark) and is trying to cover up an out and out murder…

It exists for cases just like the one above where an entire word is spelled out in caps. It’s a fairly new thing, however. People have fought for it for decades but it was only officially adopted by the standards agencies in 2017. There’s a whole Wikipedia article on the controversy.
