Citizens of Moscow are being advised to “turn to God,” “buy a dacha,” or “go to another country” in the event of an air raid, due to the unavailability of bomb shelters. Most of the up-to-date ones appear to be reserved for officials of the government or Putin’s party.

That will certainly make Latvians worry less about Russia using the large Russian minority (that exists, like in Lithuania and Estonia, due to violent forced Russification under Soviet rule) as an excuse for interference, or as a tool for espionage, sabotage, and creating internal disorder.

This is kind of a stopped clock situation. If Latvia was really worried about this, then they shouldn’t have denied citizenship and voting rights to over 8% of their population for the last 30 years.
