Oh, I know the question to this answer. It’s the UK’s healthcare system after Boris succeeds at americanizing it.

If you set aside the initial reaction to garbage, this is a really good call. It’s an open top container. The container is holding food. The container is semi-rounded, and appears to have a pouring notch. Food dribbling from the notch furthers the assumption that you pour from there. There’s a blue line on the container that could indicate the level of the contents.
