How is the FCC prohibiting state laws protecting net neutrality not a violation of the 10th Amendment?

Commerce clause? It gets used pretty expansively. Unless each state gets its own internet, of course

First, public interest groups will sue over the lack of evidence in support of the FCC’s order.

This may be a much better ground to challenge the ruling.
