From what i can tell she had (or is having) a baby. She’d also slowed down things on her site for a few years previously due to her focusing on other work, she had done a kids book and was juggling some other projects. Its a bummer since i also am a huge fan of Hark A Vagrant but she seems to be doing well for herself

No idea about “normally”, but in this case the script was included in the funding application. I’d be surprised if it wasn’t required to provide at least an outline.
